Milwaukee man charged with selling $3,000 in narcotics

A 35-year-old Milwaukee man was charged for allegedly selling in March almost $3,000 worth of heroin and opiate prescription drugs to a confidential informant working for the Waukesha City Police Department.

Dalandric R. Manuel was charged on March 18 in Waukesha County Circuit Court with three counts of delivery of schedule I or II narcotics, one count of delivering 3 grams or less of heroin and one count of maintaining a drug trafficking place, among other, lesser charges. Manuel was convicted in Waukesha County Circuit Court of possession of THC in 2009.

According to the criminal complaint:

Waukesha City Police officers made contact with Manuel on March 8 through a criminal informant (CI). Through the CI, police arranged to purchase $200 worth of heroin from Manuel at the Quik Trip gas station located at 2530 North Grandview Boulevard. The CI gave Manuel $200 in prerecorded buy money and Manuel told him to meet at the Pick-n-Save grocery store at 2160 Silvernail Road to receive the heroin. The CI met with Manuel in aisle number three of the Pick N’ Save and Manuel allegedly slipped the heroin wrapped in a piece of paper into her purse.

As he was leaving, Manuel allegedly told the CI that she should not try to “Len Bias” him, referring to the “Len Bias” law, whereby a dealer can be charged with homicide if a user dies of an overdose from their product.

“The defendant stated that he had too many people almost die on him already,” the complaint reads.

Over the next week, police arranged increasingly larger deals with Manuel through the CI, allegedly purchasing 25 oxycodone pills from Manuel on March 12 and 10 more oxycodone pills on March 13. Oxycodone is an opiate pharmaceutical used to treat pain, commonly known under the brand name OxyContin.

On March 15, police arranged through the CI to purchase 88 pills of 30 milligram oxycodone from Manuel for $1,760. The deal took place at 2600 Pebble Valley Road, apartment 6 in the City of Waukesha. In a video recording, Manuel was allegedly shown handing the CI the prescription pills and accepted the money in return. He then allegedly snorted some heroin and left.
He was arrested in the parking lot of the building and police said they recovered the money. Also found in his possession was 2.4 grams of heroin, two $50 bills containing heroin residue, three strips of suboxone (an oral opiate drug) and a marijuana cigarette.

If convicted of all charges, Manuel could face more than 42 years in prison, $205,000 in fines, or both.

His next expected court date is March 28.
