A registered sex offender will enter the community on Monday and reside at 1356 E. Moreland Blvd. Apt. 1B in the City of Waukesha.
According to a news release from the Waukesha Police Department, Reginald A. Rigsby, 35, has a history of masturbating in public while looking at or talking to adult females.
The release says in the past, he has tried to grab women while masturbating and has hid in public areas designated for women, such as bathrooms, changing rooms and saunas.
He will be a life registrant with the sex offender registry and will be submitting to face-to-face registration with law enforcement.
In 1998, Rigsby was convicted of burglary that was sexually motivated. He was sentenced to eight years in prison.
According to the Wisconsin Department of Justice, Attorney General J.B. Van Hollen announced in July 2010 that Waukesha County Circuit Court Judge Joseph McCormack has found probable cause to commit Rigsby to treatment under the state's sexual predator law. The Wisconsin Department of Justice filed the state's petition to commit Rigsby to treatment on April 29, 2010.
The state's petition alleged that Rigsby suffers from a mental condition that predisposes him to engage in acts of sexual violence. The petition also alleged that Rigsby was dangerous as his mental disorder made it likely that he will engage in future acts of sexual violence.
The petition was only an allegation and a finding of probable cause only allowed the state's case to move forward. Rigsby was legally presumed not to be a sexually violent person unless and until the state proved him to be a sexually violent person at a trial.
At the trial at the end of June of this year, the petition was denied.
Under the sex offender law, Rigsby is to have no unsupervised contact with minors, not to enter any taverns, bars or liquor stores, have no contact with the victim and not to purchase, possess or consume alcohol or illegal drugs.
Rigsby is black, weighs 160 pounds, is 5-foot-8 with brown eyes and has piercings in his left and right ears.
He is to comply with sex offender rules and will be on GPS monitoring while under supervision, the release states.
