New Carroll dorm advances
Waukesha - A third, smaller dormitory at the corner of Grand and College Avenues to serve students of Carroll University was approved in concept Monday by the Waukesha Redevelopment Authority.
Two other dormitories built by Clysmic Properties, under managing partner Alan Huelsman, are already occupied by students under long-term leases with the university. One opened in 2008 on the site of a long-closed rubber factory and the second opened last year, replacing a dated strip mall and teen center.
The newest dorm will be built on a corner where a former transmission repair shop stood. It will include 32 student apartments in a two- and three-story structure with the first floor to include 1,700 square feet of retail space. Retail space in second of the three housing units remains unleased except for an Au Bon Pain restaurant.
City planner Jennifer Andrews said the project will need Plan Commission and Common Council approval as a planned unit development.
The development is part of a tax incremental finance district in which Clysmic Properties received nearly $4 million in city incentives for all three phases of development. The first two student housing units have produced a taxable value of about $20 million and the third is guaranteed under the agreement to produce $7,380,000 in value.
