Waukesha Mayor Scrima vetoes water negotiating team
Waukesha - Mayor Jeff Scrima on Friday vetoed the Common Council's selection this week of a three-member water negotiating team that did not include the mayor or other elected officials.
The team was expected to start bargaining this month for the possible purchase of Lake Michigan water from Milwaukee, Oak Creek or Racine.
On Tuesday, the council approved a team made up of Water Utility General Manager Dan Duchniak, City Administrator Lori Luther and Community Development director Steven Crandell. The final vote was 11-4 in favor of the trio.
A two-thirds majority of council members is needed to override the mayor's veto.
The council rejected Scrima's bid to be on the team at Tuesday's meeting.
In a veto message Friday, Scrima criticized the inclusion of two members. Duchniak doesn't live in Waukesha and Luther "has publicly admitted she has been interviewing for other jobs" outside the city, Scrima said.
Scrima did not ask the council to remove Duchniak and Luther from the team, however.
Instead, he recommends a seven-person team, the same number as Milwaukee's proposed negotiating team. Scrima asks the council to add himself, an attorney, Council President Paul Ybarra, and a representative from the Town of Waukesha. The town is included in the city's future water supply service area.
The city's application for lake water is before the state Department of Natural Resources. Wisconsin and each of the other seven Great Lakes states must approve the request under terms of a Great Lakes protection compact.
