Information Available for Registering Voters

Governor Walker signed 2013 Wisconsin Act 187 into law, requiring that all voters, except military or permanently living overseas voters, must provide a valid proof of residence while registering to vote.  Prior to 2013 Wisconsin Act 187 voters registering more than 20 days before an election were not required to provide proof of residency.

The types of documents permitted to prove residence are in state statute 6.34(3)(a)  and include: A current and valid operator’s license or state ID card, any ID card or license issued by a Wisconsin governmental body, a property tax bill, a residential lease, a paycheck, bank statement, utility bill commencing not earlier than 90 days before election day , and check or other document issued by a unit of government.  In addition, statutes permit college photo ID cards without an address with the provision the person registering provides a fee payment receipt or the issuing college provides a certified and current list of students residing within college housing.

The Wisconsin Government Accountability Board (GAB) issued information for new registrants and clerks about acceptable forms of identification.  Click here to read GAB’s guidance about 2013 Wisconsin Act 187.
